In 2021 the government confirmed the health and disability system reform with the creation of two new   organisations, Māori Health Authority (MHA) and Health New Zealand (Health NZ). From 1 November 2021 through to 30 June 2022 the Māori Health Authority will be a Departmental Agency hosted by the Ministry of Health, supported by an interim Board established under section 11 of the NZ Public Health and Disability Act.

From 1 July 2022, it will become a statutory entity governed by a Board, taking on a full suite of functions alongside the Ministry of Health and Health NZ.  The Chief Executive role will be tasked first to lead the establishment phase and prepare the MHA to take on the full powers and responsibilities that it will acquire from 1 July 2022.  This will require working closely with the Minister of Health, interim MHA Board, Director General of Health and the Chief Executive of Health NZ through this transition period.

The MHA will have a broad strategic remit – providing leadership for Hauora Māori in the new system and working with the Ministry, Health NZ and other key stakeholders to pursue Pae Ora and ensure a fundamental shift in the way the future system addresses inequities, champions culturally-aligned strategies to support the health system reform ambitions and delivers excellent health outcomes for Māori.

With your leadership, the MHA will work alongside the Ministry on the development and approval of national system strategy, policy advice (with a co-leadership role where this relates to Hauora Māori), and monitoring system-wide outcomes for Māori. You will also build a close and effective working relationship with Health NZ, co-leading in national and regional planning, and in designing the key operating mechanisms that the system will use (such as service planning and commissioning frameworks) to ensure they are shaped and implemented to deliver better outcomes for Māori. A significant function of the MHA will be commissioning of health services for Māori, both directly and sitting alongside Health NZ commissioning (co-commissioning), as well as the proactive development of the Māori workforce and providers – facilitating growth and spread in kaupapa Māori services for Māori whānau and communities.  MHA will also work closely with Health NZ on the planning and delivery of hospital and specialist services. In addition, the MHA will build strong reciprocal relationships with Iwi Māori Partnership Boards, supporting their Tiriti-based relationships and engagement with Health NZ and their ability to bring the aspirations and priorities of local iwi and Māori communities into Locality and regional plans, against which commissioning activity takes place.

Te āhua o te tūrunga – The nature of the position

Integral to the position, is your ability to provide exemplary leadership skills delivered in a way that unifies and focusses a group of team members within an environment of rapid and dramatic change who will experience significant political, media, stakeholder, and public interest. You will engage with Government Ministers and ably navigate high level relationships; building collaborative, authentic and sustainable relationships with people at all levels across public and private sectors, multiple government sectors, and the wider national and international health communities.

As a transformational and task-oriented leader, you will combine different leadership styles and tikanga to establish new ways of thinking (and doing) as you bring people on your journey. Responsible for the development of the first version of key operational and accountability documents, you will set about implementing effective pro-Te Tiriti and pro equity-oriented arrangements across the system that give effect to Māori aspirations for partnership, rangatiratanga and mana Motuhake that will deliver high quality Māori health outcomes.

  • A big-picture, visionary, highly sophisticated Executive who possesses the gravitas of an influential and inspiring leader.
  • An entrepreneurial and innovation-focused approach, with conceptual thinking, able to navigate high levels of complexity and ambiguity.
  • A strong record of leadership within the Māori sector, supported by comprehensive Māori organisational connections and mana amongst iwi leaders and key stakeholders.
  • A background in strategic iwi negotiations that require high-level stakeholder engagement.
  • Expert leadership, performance management, and delivery of significant operations across a geographically disparate workforce.
  • A demonstrated level of competence of Te Reo me ōna tikanga, or a clear capacity to develop a level of competence, supported by a comprehensive understanding of Te Tiriti o Waitangi principles and frameworks in both a historical and contemporary context.
  • Visionary and strategic leadership capability to lead transformation at scale. Expert in the migration of services or functions, comprehensive change management leadership and significant expertise in the development of core systems, planning documents and the development of frameworks and arrangements.
  • Proficient communicator and confident being the public face of a newly formed organisation, fronting media stand-ups, responding to ministerial and select committees as someone who has set the vision, tone and built a cultural astute organisational that promotes best practice and is focused on improving Hauora Māori.
  • Large and complex businesses leadership expertise, proven results in optimising management of significant commercial and wellbeing practices including physical assets, large workforces, contractors, and commissioned partners.
  • Practised financial management skills, skilled in budgetary process and budgetary management, experience in the evaluation of the financial viability of services.

Such a unique role to market is rare.  It will be important to maintain the highest standard of personal and professional integrity as you conceptualise and articulate a clear and compelling vision for the MHA over the next five years, in a role that will directly influence the provision of Hauora Māori for generations to come.
