Te Kāhui Raraunga Charitable Trust (Te Kāhui Raraunga or TKR) is an independent body established to lead the action required to realise the advocacy of the Data Iwi Leaders Group (Data ILG). The overarching intent is to enhance the social, cultural, environmental, and economic well-being of Māori. This framework will enable iwi, hapū and whānau Māori to access, collect and use Māori data to measure and identify areas of Māori well-being requiring change. Moreover, there is already a legacy of support, innovation and research that advances the use of Māori data; to educate Māori on the benefits of collection and use of data and to promote and advance opportunities for iwi, hapū and whānau.

Data is a taonga, and as such must be managed via a tikanga framework that advocates for Māori rights and interests, ensuring data for and about Māori is safeguarded and protected. As such, a new position has been established in response to the increasing need for iwi to better harness the potential of data. This in turn is to enable iwi development and to advance data and digital kaupapa with the Crown. The organisational aim is to ensure full and free access and control over data about and for iwi, to empower iwi development and māramatanga for generations to come.

Te āhua o Te Tūranga – The nature of the position

TKR is transitioning to a talent focused organisational structure based on the proactive development of digital and data technicians. This newly established position is a part of a dual leadership structure with the Pou Ārahi and takes the lead role in the development of digital and data technicians, hiring or contracting as required, and working across major projects to identify resourcing needs.

Managing minor projects e2e, to deliver on the overarching strategy, the intent of this role is to strategically position the technical lead, the Pou Ārahi, to drive digital and data thinking. Planning and reporting for TKR – focused on the Information Translator Infrastructure – ITI – Framework, you will lead a team, providing overall programme reporting to the TKR Board.  Taking the lead role for the development and operationalisation of agreements and work programmes for new major projects, you will expertly implement and maintain, the digital and data infrastructure required. Whilst ensuring TKR’s contractual obligations are met, you will be leading planning and coordination of delivery against the He Kura Ka Huna strategy.

Encompassing the development of appropriate frameworks supporting the creation of Māori data ecosystems, which will recognize the collective identity of Māori needs to be considered in the rationale for collection, analysis, storage, and dissemination of data.  Furthermore, your courageous attitude will see you able to change the hearts and minds of existing culture, processes and understanding across the organisation.

Taking oversight of accounts and finances, this position will take overall management of the TKR office. Sound financial acumen is an absolute requirement, as this position holds financial responsibility for TKR, and is responsible for working with the accountant to set the TKR budget, and to work with Programme Leads to determine programme- and project-level budgets.

Ngā tino Pūkenga/Wheako – Essential skills/experiences for the role

It is expected that applicants will have an extensive background in business and programme management, with a relatable qualification highly desirable.

Essential requirements for application are to include;

  • Expertise managing distributed resources and teams in a politicised environment.
  • Knowledge of Mātauranga Māori, principles of Te Tiriti o Waitangi and an understanding of te reo me ōna tikanga.
  • Experience with Government procurement practices for large projects and contracts.
  • Demonstrated track record of managing complex workstreams and workflows to successful delivery.
  • Be known as a leader who brings parties together, connecting, building, and unifying.
  • Excellent interpersonal and relationship building skills, with the ability to influence at senior management level, as well as cross organisationally.
  • Proven experience in setting and managing large budgets, managing delegations, supported by high levels of financial acumen, and the skill set make recommendations to Board level.
  • A robust and well-rounded business acumen, the ability to remain apolitical and experience navigating within complex frameworks.
  • The proven ability to work collaboratively to develop and maintain effective relationships.
  • Experience providing sound leadership and direction, supported by excellent communication, negotiation, and advocacy skills.
  • Can demonstrate driving a whānau culture within an organisation.
  • Flexibility to adapt with changing environments and systems.
  • Highly experienced, balanced outlook that lends itself to fast, pragmatic decisions and actions based on sound judgement.

An ability to transition TKR to a new mode of working; means being comfortable designing the future whilst juggling external requirements that look to the past is a consideration for application. With a superior cultural capability, you will have an authentic engagement style and be able to readily promote the value of tikanga Māori in a humble and uplifting manner.

Supporting organisational capability lift through knowledge sharing, you will be instrumental in building connections, and positively influencing the way in which Māori data sovereignty is realised.
