About our group and team

The Early Learning and Student Achievement (ELSA) group is a key part of the Ministry, with over 300 staff. It sets system-level learning standards and supports education leaders to lift progress and achievement for all children and young people. The group achieves this by advising on New Zealand’s curricula, the provision of personalised learning pathways, and a quality and sustainable education workforce.

At the heart of our work is making sure that every day, in every early learning service, kōhanga reo, school, and kura, the education workforce and curriculum delivery is world class, and focused on what New Zealanders n eed for their best future.

Within ELSA, the Scholarships and Awards team is responsible for administering, managing and delivering programmes that support future teachers on their pathways towards teacher training and employment; and programmes that support teachers to continue developing their professional practices.

About the role

The Manager – Payments has a focus on ensuring recipients of scholarships are paid correctly and is responsible for managing bonding requirements. We’re looking for someone who can understand debt requirements and has sound knowledge of financial processes for payments. You will also provide leadership, coaching and support to the team, advising on complex queries and managing escalation.

About you

As an experienced Manager, you will ensure the team is meeting established quality standards and will be responsible for managing the work programme, leading and implementing continuous improvement work, and managing external customer relationships including complaint management when necessary.

You will build internal customer relationships across the Ministry to ensure that managers have access to correct, consistent advice and information that meets their needs, when they need it.

To be successful in this role, you will have or be able to develop a breadth of skills across the following capabilities:

  • Previous experience in people leadership and people management
  • New ideas and new ways of working to improve current processes
  • Experience in using workforce data to tailor existing incentives and to help establish and shape the direction of future incentives
  • Leading collaborative working relationships to design and develop initiatives that will ensure quality outcomes are achieved for Māori, Pacific and disabled students
  • Excellent communication skills and the ability to work collaboratively with others to deliver outcomes
  • The ability to understand and apply the principles of Te Tiriti o Waitangi and tangatawhenuatang
