About the Historic Claims team

MSD is responsible for the Historic Claims process.  The Historic Claims team work with people who have been abused in State care, in particular the care of Child, Youth and Family and its predecessors, to address their concerns without them needing to resort to civil litigation.

MSD recently reviewed the way the historic claims process worked, undertaking a robust and far reaching consultation with current and previous claimants and key stakeholders which has resulted in a commitment to growing and adjusting the Historic Claims team with a focus on operating within the principles of Tikanga Māori; Mana, Aroha, Whakapapa, Whanaungatanga, Manaakitanga and Pono.

We are now recruiting the core members of the Team.  This team will be made up of highly culturally responsive people who are specialists in their field.

About this role

The purpose of this position is to lead the establishment and management of key partnerships with other government and non-governmental agencies (including those within the health sector and related NGO’s, particularly within the mental health space and trauma) that will deliver strategic outcomes for claimants.  Identifying key partner agencies and developing relationships, key points of contact, and agreement on a framework for partnership. The role will see you developing and maintaining relationships with other government and non-government agencies, whose services would benefit claimants. You will have the strong ability to understand claimants’ needs and respond accordingly. You will also have experience working with people who has experienced trauma and demonstrate empathy and understanding.

Developing a strategy and framework along with a range of tactical relationship plans that ensure services that are connected to Historic Claims Service Design, are of high quality, fit for purpose and meet the range of needs of claimants. Undertaking continual environmental scanning to keep current on emerging trends, opportunities and cross-sector issues the Ministry and its claimants – you will be supported by two Senior Partnerships Advisors. This role provides a culturally responsive service to claimants, their whānau, hapū and iwi, and work in partnership to provide tailored, wrap-around support and services.

All interested applicants will be able to demonstrate:

  • Significant prior experience in a Senior Advisor position within NGO, government, iwi or similar New Zealand organisation with experience in the health sector.
  • Skill in the engagement of third-party service providers with a focus on contract settings, development and negotiation, including performance metrics in the procurement, selection and delivery of claimant services.
  • Ability to maintain and embed a client-centric approach.
  • Ability to identify opportunities for continual improvement, developing recommendations and reports.
  • Extensive skills in the establishment of strategic relationships, strong negotiation skills in the building of MOU’s with key partners.

This role promotes a focus on claimants’ needs whilst balancing this with strategy, and best practice, which will ensure the Ministry is complying with legislative and policy requirements.  You will be operating with the philosophy of continuous improvement and encouragement, the identification of on-going improvements to processes and practices to achieve better outcomes for claimants.

The remuneration band is from $95,252 to $119,065 based on the skills and experience of the successful candidate.
