Job Description

Early Learning

The Early Learning and Student Achievement (ELSA) Group deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. ELSA performs a crucial role working between the strategy and policy teams, and the Ministry’s sector-facing functions.

In this wider group context the Early Learning team supports children’s progress and achievement across the early years by focusing on strong curriculum implementation in early learning settings and across pathways from early childhood education and ngā kōhanga reo to schools and kura. The team co-designs and co-develops innovative initiatives that achieve policy intentions, plans successful implementation strategies and monitors to ensure a return on investment.

This is an exciting time for the Early Learning team as we are leading work with the sector to develop a new 10 year Strategic Plan for Early Learning. The purpose of the Early Learning Strategic Plan is to provide a shared vision and road map for early learning that gives all children genuine opportunities to participate in high quality settings that support their identity, language and culture and enable them to learn and thrive.

About the role

Reporting to the Manager Early Learning, you will provide leadership and guidance about curriculum and assessment in the early years and kaiako capability developing and delivering evidence based initiatives to strengthen early development and learning. You will draw upon your strong knowledge of the early learning context and the machinery of government to design and lead evidence based programmes of work which support learner progress and achievement across the early years (zero to eight).

About the person

As Lead Advisor in the Early Learning team you will be passionate about the impact of the early years and keen to engage with the evidence about what makes the greatest difference. You’ll be well positioned to provide mentoring support to team members and to work collaboratively with others across the Ministry and other agencies on a range of projects and initiatives.

A clear thinker and communicator, you’ll be confident in a complex and changing context.Our ideal candidate will take pride in producing high quality work, and will support others in the team to do the same.

You will:

  • have a tertiary qualification in education, or in a related field which requires critical thinking and clear communication
  • be experienced in developing and delivering policy advice within a public sector context
  • have led complex projects of work through to successful outcomes
  • be skilled in navigating the machinery of government, and working with internal and external stakeholders, to join up initiatives and achieve results
  • have a strong understanding of Te Tiriti o Waitangi, successful experience of sustained engagement with a diverse range of external stakeholders including Māori stakeholders, and in supporting Māori educational success.
