About our group

The Secondary Tertiary team sits within the Early Learning and Student Achievement Group (ELSA) and covers the transition from senior secondary through to tertiary and employment.

ELSA works to make learning and teaching relevant, real and valued. We deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. ELSA performs a crucial role working between the strategy and policy teams, and the sector facing functions. The Secondary Tertiary team is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, and the secondary-tertiary interface. This includes senior secondary curriculum, NCEA (including the ongoing NCEA Review and preparing for the Review of Achievement Standards) and secondary-tertiary programmes.

Lead Adviser role

The Lead Adviser, Pathways and Transitions provides leadership over the design, development and implementation of policy, and on the design and delivery of curriculum and assessment policy, tools, and services. The role ensures that a deliberate focus on student achievement is maintained by providing thought leadership and guidance in senior secondary education, with a focus on the Secondary-Tertiary interface.

The Lead Adviser is part of the team currently delivering the NCEA Review and related initiatives to support social, emotional and life skills education, careers education, and vocational education in schools.

About the person

The person we seek will be agile and adept at handling ambiguity and complexity. Our ideal candidate will take pride in producing high quality work, be an innovative thinker, have leadership skills and will be comfortable working independently to achieve defined objectives. The person will be sensitive to cultural values and have a good understanding of the principles of Te Tiriti o Waitangi.

The candidate will have experience with consultation and relationship building. They will have sharp interpersonal skills, superior writing skills, and will be comfortable working with a diverse range of stakeholders and representing the Ministry.

There is no set background that we are looking for. Ideal candidates could have experience in government, teaching, careers and pathways support, or the private sector.

Experience and qualifications

This role does not have qualification requirements, but it would be useful if candidates had one or more of the following:

  • A proven record of improving learning and pathway outcomes for students, or experience in designing and delivering careers, transitions or pathway programmes or delivering vocational training
  • A tertiary qualification in public policy, economics, or in a field which privileges critical thinking and clear communication
  • Secondary teaching experience or experience in policy, operational policy, change and implementation, curriculum / service design or education in general
