Te āhua o Te Tūrunga – The nature of the position

To provide specialist technical and strategic support, advice and guidance to the council governance and staff on council’s legislative and cultural responsibilities to Māori. Furthermore, the position supports an educational remit, establishing and instructing on impacts of these obligations on council’s roles and functions.

Representing council, and supporting other staff to do so, at local and national hui and conferences , you will be pivotal in helping to maintain council’s reputation as a leader in the delivery of effective Māori participation.

A key area of this role will be the ability to provide accurate and timely specialist advice to council on issues as they affect Māori, which may include changes to legislation, regional plans, reports, and strategies, and on issues around their implementation. Additionally, within your remit is the provision of expertise on legislative and other Treaty of Waitangi obligations to assist in the development of strategic and operational plans. Contributing to the development and review of policy, process, and guidance material to fulfil council’s statutory and other obligations to Māori, whilst also ensuring alignment with council’s organisational vision and values. This includes making submissions to other councils and identifying and helping to manage risks related to policy, procedure, and legal work. Researching and maintaining specialist knowledge on local, regional, and national Māori issues and, where appropriate, make recommendations for integration into council plans and processes.

Contributing directly to council’s area of focus on community outcomes, you will be building enduring relationships with tāngata whenua and enabling their capacity to engage with council.

Broadly establishing effective relationships and networks with Māori, iwi and other stakeholders, you will facilitate and enhance overarching engagement with Māori in Northland, including mediating and negotiating differences between council and tāngata whenua and working to identify mutually agreed solutions.

Supporting the Māori Relationships Team in advancing the implementation of council’s Māori Responsiveness Framework – Te Whāriki, which will also see you assist council and staff to understand their legislative, local government and Te Tiriti o Waitangi obligations to Māori.

Ngā tino Pūkenga/Wheako – Essential skills/experiences for the role

A relevant tertiary qualification in areas such as Māori studies, environmental planning, law, or social science would be highly beneficial to your application.

Skills, knowledge, and experience required for application include:

  • The demonstrated experience within policy and Māori development work.
  • Sound knowledge of te reo me ōna tikanga Māori and Te Tiriti o Waitangi.
  • Great written and oral communication skills.
  • Well-developed conflict resolution skills and the ability to build relationships with a wide range of people.
  • Knowledge of iwi rohe boundaries and experience working with iwi and hapū in Taitokerau.
  • Local government experience and a working knowledge of the Resource Management Act (RMA), Local Government Act, and other relevant legislation.
  • The proven skills to empower and uplift the mana of others.
  • Excellent interpersonal and relationship building skills, with the ability to influence and enable.
  • Ability to assess situations quickly and determine action, along with problem solving and negotiation skills that achieve win-win outcomes.
  • Excellent analytical and research skills.
  • Well-developed computer literacy skills including experience in the use of Microsoft applications Word, Excel, and Outlook.

A current full, clean driver’s licence will be required for this position.

This position will require you to maintain a high level of technical knowledge within specialist Māori planning areas, including legislative requirements, Treaty settlements, planning conditions case law, national policy, issues, trends, and initiatives, and on local regional matters pertaining to Māori. Advising on and supporting council involvement and participation in treaty settlement processes, will call not only to your expertise, but critically your past practice working within, and infinity with Te Ao Māori.
