Following the Health and Disability System Review, results indicated that the complicated healthcare system in New Zealand was contributing to inequity and a lack of consistency in care.
In order to simplify and coordinate the health system across the country, a new organisation has been created – Hauora Aotearoa | Health New Zealand (HNZ). HNZ has been created to achieve a vision of pae ora, healthy futures for all New Zealanders. The new system will be established around the priority outcomes of partnership, equity, sustainability, person- and whānau-centred care, and excellence.
The formation of HNZ is a bold and courageous step in the journey to transform the way that health services are delivered in Aotearoa New Zealand.
HNZ will manage the health system day to day and will plan and commission health services for the whole population – with responsibility for improving service delivery and outcomes at all levels. The new organisation will unify the existing public health service, ensuring decisions on the ground are made in alignment with the strategic and national policy direction of the Ministry of Health.
In partnership with the Māori Health Authority, HNZ will ensure that the system has a strong focus on health outcomes and care for Māori. The newly created role of National Director, Public Health Service will provide leadership across public health with an emphasis on Te Tiriti o Waitangi – working alongside the executive to bring to life the Waka Hourua Kawenata, with the two worldviews moving together in a common direction.
This is a transformational opportunity to revitalise public health in Aotearoa New Zealand, weaving it throughout the wider health system to ensure wellbeing is at the centre and that all New Zealanders can access the support they need, where and when they need it.
An integral member of the HNZ executive leadership team, the National Director, Public Health Service will be the face of the new National Public Health Service, bringing together the 12 existing public health units, Te Hiringa Hauora (Health Promotion Agency), and several Ministry functions – including screening, immunisation, and COVID response services – in one team. The National Public Health Service will ensure that Aotearoa New Zealand is always ready to respond to threats to public health in a coordinated, proactive, equitable and innovative manner.
Given the scale and prominence of the newly created Directorate, the National Director, Public Health Service will play a critical leadership role across the organisation and the system – acting as an influencer of strategy and organisational culture and driving a new vision for public health in Aotearoa New Zealand.
The role and the organisation are highly complex, so candidates will need to bring demonstrable experience in public health and a genuine interest in people, clinical and strategic leadership. At a personal level, candidates will be experienced in implementing Te Tiriti and will be instinctively committed to striving for health equity and to the service of a highly diverse community.
