National Director, Hospital & Specialist Services
Following the Health and Disability System Review, results indicated that the complicated healthcare system in New Zealand was contributing to inequity and a lack of consistency in care. In order to simplify and coordinate the health system across the country, a new organisation has been created – Hauora Aotearoa | Health New Zealand (HealthNZ). HealthNZ has been created to achieve a vision of pae ora, healthy futures for all New Zealanders. The new system will be established around the priority outcomes of partnership, equity, sustainability, person- and whānau-centred care, and excellence. The formation of HealthNZ is a truly bold and courageous step in the journey to transform the way that health services are delivered in Aotearoa New Zealand.
HealthNZ will manage the health system day to day and will plan and commission health services for the whole population – with responsibility for improving service delivery and outcomes at all levels. The new organisation will unify the existing public health service, ensuring decisions on the ground are made in alignment with the strategic and national policy direction of the Ministry of Health. In partnership with the Māori Health Authority, HealthNZ will ensure that the system has a strong focus on health outcomes and care for Māori.
The newly created role of National Director, Hospital & Specialist Services will establish and develop a national network of hospital, specialist and community-based care. This unique role will provide nationwide leadership across the Hospital & Specialist Services Business Unit with an emphasis on Te Tiriti o Waitangi in action, working alongside the executive to bring to life the Waka Hourua Kawenata – with the two worldviews moving together in a common direction.
This is a once-in-a-career, transformational opportunity to lead and influence the day-to-day care experience of patients nationwide – improving the efficiency and effectiveness of the network, as well as access to care and equity of outcomes. As the leader of 70,000 people, this role is an essential member of the HealthNZ executive leadership team. The National Director, Hospital & Specialist Services will bring together the services provided by District Health Board ‘provider arms’ around the country – including hospital and specialist networks, ambulatory care, and some community-based care. The business unit will ensure that high quality patient outcomes are delivered whilst prioritising employee health, safety and wellbeing.
This newly created position will be one of the largest operational leadership roles in New Zealand, in any sector. It is a position that requires outstanding leadership, as it will play a critical role across the organisation and the system – acting as an influencer of strategy and organisational culture and ensuring HealthNZ is delivering equitably for all New Zealanders. The role and the organisation are highly complex, so candidates will need to bring demonstrable experience in leading a clinical workforce at scale. This person will be accustomed to championing transformational change and managing diverse and complex stakeholder interests. At a personal level, candidates will implicitly understand the primacy of Te Tiriti and will be instinctively committed to striving for health equity and to the service of a highly diverse community.
