Deputy Chief Executive (DCE) – Chief Financial Officer (CFO)

As the primary advisor to the Board, Chief Executive and Executive Leadership Team on all financial, accounting and resource allocation, the DCE-CFO will lead and manage the Finance function for the Māori Health Authority with Te Tiriti and Te Ao Māori view at the forefront.

Ko wai mātou – Who are we?

Te Mana Hauora Māori | The Māori Health Authority (MHA) has been set up to enable greater Māori participation in the design and delivery of health services for the betterment of all.  This will be achieved by embedding the principles of Te Tiriti o Waitangi as central components of Aotearoa New Zealand’s health reform.

The MHA will play an essential role in enhancing Māori rangatiratanga, ensuring everyone has the equitable access to healthcare and supporting whānau to take control of their own health and wellbeing. The MHA will work in partnership with the Ministry of Health (MOH) and Health New Zealand (HealthNZ) and enable Iwi-Māori Partnerships Boards (IMPBs), Māori health providers, iwi, hapū and Māori communities to achieve Māori health aspirations.

The MHA will be the primary source of strategy and policy for hauora Māori. The organisation will identify and monitor equitable health outcomes and will be responsible for leading the development of the Māori health workforce and the direct commissioning of kaupapa Māori services. The newly created role of Deputy Chief Executive – CFO is a critical role that will help transform the sector through a Te Ao Māori worldview, and the opportunity to influence inequity within the system.

Te āhua o Te Tūrunga – The nature of the position

The DCE-CFO will play a critical role in ensuring equity for all groups is achieved within the resources available. The stakeholder landscape is highly complex, so candidates will need to bring experience in Māori governance and decision making and government financial management. This role will work closely with HealthNZ to transform investment in wellbeing and the determinants of health.  This role will support and enable IMPBs to make locally led decisions on how to deliver health services in their rohe.

Monitoring and reporting on financial progress, in partnership with HealthNZ CFO, to Boards, Ministers, Executive Leadership teams and Audit and Risk sub-committees, and the Ministry of Health will be a key deliverable.  Experience in contracts, investment and commissioning is essential.

The DCE-CFO will manage procurement and contract management; property and facilities; and work with the DCE Corporate to manage the delivery of Corporate Shared Services Agreement with HealthNZ.

This position can be based in either Auckland or Wellington and will include regular domestic travel.
